Preamble

We, the people of this City, establish this Constitution so that government shall answer to the people, prosperity shall serve those who create it, and neither wealth nor authority shall place any person above their fellow citizens.
We establish a society founded upon democracy, liberty, public service, shared prosperity, and the dignity of individual contribution.
This Constitution is the supreme law of the City.

I

Equal rights, due process, and the permanence of free democratic government.

All persons are equal before the law and possess the freedoms of speech, association, conscience, lawful enterprise, and political participation.
No person shall be deprived of liberty, lawful employment, significant property, public status, or the opportunity to participate in civic life without due process.
Government exists by authority of the people. Public office is a temporary position of trust, elections shall remain free and impartial, and no majority or officeholder may abolish democratic government or deny another class of citizens equal protection or participation.

II

Shared prosperity, guaranteed essential services, and enterprise as stewardship.

The economy shall serve the welfare and prosperity of the people while preserving meaningful opportunity for individual initiative, enterprise, wealth, and reward.
Every citizen shall have reasonable access to the essential public services necessary to participate in society. Such services shall never be placed under exclusive private control.
Citizens may operate businesses, employ others, accumulate wealth, and materially benefit from successful enterprise. Enterprise is nevertheless stewardship within the community and remains subject to progressive taxation, labor protections, reasonable limits upon concentrated ownership, and other laws enacted for the common welfare.
Economic success shall confer neither greater citizenship, preferential treatment under law, nor political authority.

III

Governing institutions, transparency of public action, and limits on power.

The Civic Committee and institutions established beneath it shall govern the City within this Constitution. Their lawful decisions shall be respected even when those decisions prove unpopular or unsuccessful.
Government actions, finances, votes, contracts, and appointments shall be public except where reasonable confidentiality protects privacy, medical information, public safety, or active investigations.
No government, agency, official, business, or association may exercise unchecked authority over the people. The law shall bind government as surely as it binds the citizen, and governmental punishment, confiscation, blacklisting, or deprivation shall require lawful process and reasonable opportunity for review.

IV

What the Commonwealth secures, and the narrow grounds for its intervention.

The Commonwealth guarantees this Constitution, the continuity of democratic government, and the integrity of the City.
The Commonwealth shall not ordinarily overturn elections, dictate public policy, operate local institutions, or protect the people from the consequences of their lawful democratic decisions. Intervention is reserved for circumstances requiring protection of this Constitution, restoration of functioning democratic government, or preservation of the integrity and continued operation of the community.
No law, election, emergency, contract, office, or public vote may supersede this Constitution or permanently extinguish the democratic character of the City, the equality of its people, or the protections established herein.
The City belongs neither to its government, its wealthiest citizens, nor those entrusted to administer it. The City belongs to its people.
